Village Administrator - David E. Cox
The Village Administrator is the Chief Administrative Official for the Village and supervises the day-to-day responsibilities of the Village.  In addition, the Administrator provides information and recommendations to the Village Board and is responsible for implementing Village Board policy.  The Administrator is appointed and serves at the pleasure of the Village Board.

The Village Clerk is responsible for maintaining all official records of the Village and for providing access to those records.  The Village Treasurer is responsible for maintaining the Village’s finances, including receipt of Tax payments and preparing disbursements of Village funds.  In addition, the Village Clerk/Treasurer’s office provides general assistance to residents and other customers of the Village.

The Village’s Administrative and Clerk/Treasurer offices are located in the Village Hall at 108 E. Main Street in Twin Lakes.  Offices are open weekdays from 9 a.m. to 5 p.m. for all services.  A drop box is also located outside the main entrance to Village Hall for 24-hour deposit of payments or other information.

Services available through the Administrative and Clerk/Treasurer’s Offices

Public Records Access: Village Ordinances, Resolutions, Minutes and numerous other records are available.  Copies of current Ordinances, Resolutions and Minutes are available at no cost.  Other record copies cost 25¢ per page. Other costs may apply.  All records may be reviewed at no cost.  A copy of the Village Code is maintained at the Community Library branch in Twin Lakes.

Voting and Voter Registration: All voting in Twin Lakes currently takes place at the Village Hall.  Voter registration is available during regular business hours of the Village offices.  Please contact the Village staff to verify the requirements for residency and identification.  Applications for absentee ballots may be received through the Village offices

Property Tax Payments: Property owners must pay at least the first installment of their annual property tax bill to the Village of Twin Lakes by February 1 this year.  These payments are accepted during regular business hours at the Village Offices, by mail to P.O. Box 1024, Twin Lakes WI 53181 or online or by phone to Official Payments Corporation (800) 272-9829 (Jurisdiction Code: 6722).  Payments may also be placed in the drop box outside the main entrance to the Village Hall at 108 E Main Street.   Second installments of property taxes are due to Kenosha County (Payable to the County Treasurer) by August 2. Mail payments are encouraged.

Sewer Payments: Sewer bills are mailed to all customers once per year and are due quarterly.  The annual bill includes four payment coupons which may be mailed or delivered to Village Hall by the due date on the bill.  Late payments are subject to a 10% penalty.

Dog and Cat Licenses: All Dogs and Cats in the Village over five months of age must be licensed annually by April 1 or within 30 days of ownership. Dog fees are as follows: Un-neutered/Un-spayed animals $8.00;
Neutered/Spayed animals $3.00.  
Cat fees are as follows:
Un-neutered/Un-spayed animals $7.00; Neutered/Spayed animals $3.00.  

Failure to receive a dog or cat license in a timely fashion will subject the owner to a $5.00 penalty. Duplicate Licenses cost $10.

Operator’s Licenses: A person who intends to bartend or supervise the sale of alcoholic beverages may require an Operator’s License.  Applications are available at the Village Offices.  A non-refundable application fee of $50 must be paid for the two-year license.  Short term Provisional licenses are available in certain circumstances for an additional $15 fee.  Applicants must be 18 years of age and will be subject to a Police Department review.

Liquor Licenses for business are also available through the Clerk/Treasurer’s Office.
